The MISA general license is the streamlined path for trading, services, and industrial activities in Saudi Arabia. Legacy trading, service, and industrial licenses have been consolidated into two categories: general and entrepreneur. Your old trading license automatically converts to a general license.

- Ownership Structure

Under a general license, ownership is typically indirect — a foreign parent company holds shares in the Saudi entity. This suits multinationals with existing offshore structures. If you want direct personal ownership without a parent company, the entrepreneur license is usually the better fit.

General licenses process faster for trade-heavy activities — often weeks rather than months — but may require demonstrating three foreign companies for trading activities. Hardware trading, for example, may need roughly SAR 70,000–80,000 in setup costs including foreign company documentation, while service-only activities can cost less.

- Fees and Renewals

MISA previously charged SAR 12,000 for the first year and SAR 62,000 annual renewal for general licenses. These government fees are currently waived, making 2025–2026 an exceptional window for foreign investors. Agent service fees still apply for professional preparation and follow-up.

Premium Residency holders may find general license easier because they do not need to show foreign parent companies in some scenarios.
